一个IE页面混乱问题

作好了一套页面，FF里面是好的，但是拿到IE下面部分乱了。
后来发现，HTML编码用了utf8，CSS用了gb2312
而且，在第一个汉字出现前的CSS是可用的，之后的样式就失效了。
